I believe that the Graduate Record Examination is not a memorization test. What may be necessary, though, is recognizing and understanding the kind of question that is being asked. Many social science graduates who have a good experience in critical thinking and evaluation will easily answer the questions but may misread the question. That's why many experts recommend practice tests to become familiar with the kinds of questions being asked.
