Generally, scholarships for international students are probably insufficient in size to completely insulate you from tuition or other expenses. The goal is to either qualify for a "full ride" or go to a less expensive school. There are few "full ride" scholarships for international students, but full rides to international students are available for athletic scholarships.
Let's suppose that you are not an athlete, then the option is to go to a less expensive school. A credible state school is San Jose State University in San Jose CA. It is known for having the highest enrollment of IT major of any campus of the California State University system.
